           What the Bondi Inquest Taught Us
          &#xD;

           The inquest into the 2024 stabbings at Bondi Junction Westfield highlighted a painful truth: people with complex mental health needs can, and do, fall through the cracks. The inquest found that the perpetrator had become disconnected from clinical care, without stable housing and no integrated community supports. He was described as being “lost in the system”.

That would be Penny, a meticulous creator, a social butterfly, and a woman on a mission to turn her passion for handicrafts into a thriving business.

  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;br/&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;span&gt;&#xD;
        
            Penny, who is deaf, doesn’t let communication barriers slow her down. An expert lip-reader with a wicked sense of humour, she is a regular fixture at the Orange Ex-Services Club and a beloved member of the local community. But it’s at her handicraft stall where her true focus shines. 
           &#xD;
      &lt;/span&gt;&#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;br/&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;span&gt;&#xD;
        
            Penny’s stall is a world of its own, filled with her favourite things: horses, bright colours, and an abundance of unicorns. Her current specialities include intricate beaded jewellery and hand-hooked crochet crafts, all made with the same meticulous attention to detail she applies to her cooking and food presentation. 
           &#xD;
      &lt;/span&gt;&#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;br/&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;span&gt;&#xD;
        
            While she receives support from her NDIS provider HavenDoor, Penny is the undisputed boss of her brand. 
           &#xD;
      &lt;/span&gt;&#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;br/&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;span&gt;&#xD;
        
            "Penny knows exactly what she wants," says Nelson from HavenDoor. "She is incredibly focused on her goal of financial independence." 
           &#xD;
      &lt;/span&gt;&#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;br/&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           Her staff play the "pit crew" role, helping Penny organise her stalls and assisting with customer conversations if things get busy. They also help her refocus when the hustle and bustle of a market leads to anxiety. However, when it comes to "closing the sale," Penny does all the selling herself, engaging directly with customers through her lip-reading skills and infectious personality. 
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;br/&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           Penny loves giving staff and customers detailed, step-by-step instructions for every one of her handicrafts—she loves explaining the "how" behind her "wow." 
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;br/&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;

      &lt;span&gt;&#xD;
        
            Penny isn't stopping at a local stall. She is currently saving her earnings to reinvest in her business, with big plans to take her crafts online. Soon, she hopes to launch on Facebook and YouTube, where she can share videos of her creative process with a global audience.

      &lt;/span&gt;&#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;

           The National Disability Insurance Agency has formally replaced the term Short Term Accommodation with Short Term Respite, signalling a clearer focus on supporting both participants and the informal carers who play a central role in their daily lives. The change, which is now being adopted across the disability sector, aims to reduce confusion about what the support is designed to achieve within the NDIS.

    &lt;br/&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;

           Short Term Respite provides temporary support when carers need a break due to personal commitments, fatigue, illness, or unexpected circumstances. By shifting away from the older accommodation-focused term, the NDIA intends to emphasise that the support is primarily about respite and continuity of care rather than simply providing a place to stay.

  &lt;p&gt;&#xD;
    &lt;br/&gt;&#xD;
  &lt;/p&gt;&#xD;

           Under the revised approach, STR is generally considered reasonable and necessary when a participant relies heavily on informal supports. Funding is usually approved when the carer needs time away to manage their own wellbeing or commitments, provided that the participant’s safety and support needs can continue to be met in an alternative environment. The NDIS typically allows up to 28 days of respite each year, which can be used flexibly as single days, weekends, or longer blocks.

Participants who already receive intensive paid daily support, such as those living in Supported Independent Living, may have limited access to STR unless special circumstances apply.

Participants, meanwhile, may experience improved social interaction, a change of routine, and opportunities to build confidence and daily living skills through structured activities.

With the updated naming and guidelines now in place, participants and providers are encouraged to remain up to date with ongoing NDIS developments that may further refine access and support structures.
